Jan Hagey of NEA's Education Policy and Practice office was the guest speaker at October's NCPIE meeting. Jan reported on NEA's September National Summit on Family/School/Community Engagement held in Alexandria, VA. She posed two thought questions to the small but intrepid group, who braved the drenching rain, sparking a spirited discussion.

Massie Ritsch, Deputy Assistant Secretary for External Affairs and Outreach Services, Office of Communications and Outreach, US DOE, came to the January 27th 2010 meeting to discuss ESEA reauthorization and President Obama's upcoming State of the Union address.

Massie's time was limited due to Obama's speech that evening so our ability to learn more about how ESEA reauthorization was going to support family engagement was also limited. But we have subsequently learned through Obama's 2011 budget recommendations that our long fought for Parent Involvement Resource Centers (PIRCs) are to be eliminated with ESEA reauthorization. We are going to need everyone's voice to let Congress know that we do not want the PIRCs eliminated!

The October NCPIE meeting featured the award winning program Families and Schools Together (FAST). Pat Davenport, CEO of FAST was our guest speaker.

FAST is an after-school program for the prevention of substance abuse, juvenile delinquency, school failure, child abuse and neglect and mental health problems. It is implemented by a trained, collaborative team that supports parents by developing support networks that include other parents, the school and the community. In addition, FAST increases parents’ school involvement, enhances family cohesion, improves caring and attention about academics, and reduces aggression between students.

At the January NCPIE meeting, Hedy Chang, an independent consultant, shared the early findings of an applied research project on chronic early absence. Supported by the Annie E Casey Foundation, this project began with an anecdote-informed premise that chronic early absence was an important and overlooked issue. The work to date suggests that chronic early absence may matter more than originally suspected given preliminary results showing an impact on academic performance and the potential to affect nearly a quarter of the entire K-3 student population in an urban school district.
